Memorandum of Agreement between Cebu Technological University and Resecurity
One of the universities in Cebu, CTU (Cebu Technological University), a premier state-funded higher education institution in Cebu, Philippines. With its main campus in Cebu City and 23 satellite campuses, it offers specialized undergraduate and graduate programs primarily focusing on engineering, technology, and agriculture for over 46,000 students.
The university built a strong reputation for academic excellence, consistently ranking among the top-performing schools in national licensure examinations—such as the Master Plumber and Engineering board exams. It is also recognized among the few Philippine universities with over 100 Scopus-indexed publications and has been listed in the prestigious Times Higher Education (THE) and Webometrics rankings.
The university’s cybersecurity learning outcomes focused on legal, security, and social responsibilities within computing. The university actively integrates threat awareness into its student life, hosting university-wide seminars—such as the Cybercrime and Social Media Violations Seminars—to keep students updated on digital life. Students frequently undertake research regarding computer security management, system vulnerabilities, and risk assessment as part of their academic requirements.
We, 888 Tech Exchange Ventures Inc., have the chance to connect through what we know about the threats and risk in cybersecurity. We tried to communicate with the university and discuss the security of the network of the school and inform them if they already knew the status of the users in the school, if they were breached.
We introduced Resecurity, one of our partner companies, and its flagship product Risk™, to the university community, delivering a comprehensive demonstration of how the solution was deployed across campus networks to detect, analyze, and mitigate emerging cyber threats in real time, and we also explained Resecurity’s approach to monitoring Dark Web and Deep Web communities to uncover exposed credentials and early indicators of compromise that inform proactive defensive measures.
The university expressed strong interest in the product and proceeded with a proof of concept to evaluate its deployment across campus, allowing IT and security teams to test real‑world workflows, assess usability, and measure the solution’s effectiveness at detecting and mitigating threats.
After thoroughly testing and learning how to platform functions, the university expressed strong interest in purchasing the solution and proceeded to formalize the arrangement by signing a Memorandum of Agreement with our organization and our partner Resecurity, thereby committing to a phased rollout, vendor integration, and joint support for deployment and ongoing threat monitoring.
